What is a key difference between organized crime and terrorism?

Both organized crime and terrorism include violence. The main difference between organized crime and terrorism is that organized crime has absence of political goals and the goal of terrorism are political. Organized crime is hierarchical and has a limited or exclusive membership. Terrorism is inherently political.
