Is hot chocolate powder the same thing as chocolate milk?

No, hot chocolate has to be heated up for the powder to bond with the milk, but chocolate milk is just a syrup that bonds to the milk particles while cold. They're similar but I wouldn't suggest drinking cold hot chocolate.
