Answer:

The correct answer to the question: Which best describes what the greatest obstacle was to Scott´s plan, would be, A: Those who urged vigorous action.

Step-by-step explanation:

At the beginning of the Civil War, there was much debate on the side of the Union as to how best to supress the insurrection, and minimize the problems that were soon to arise with such an insurrection. Among those who proposed ideas to successfully defeat the South´s Confederation, was General-in-Chief Winfield Scott, who proposed a plan that was named as the Anaconda Plan. Basically, what Scott proposed was the building of a blockade by Union forces that would slowly choke the South and its rebels by cutting them off from their ports, and then thrusting a small set of Union units through the Mississippi River to cut the entire South in half. The plan demanded weaponry and training that the Union did not possess at the time, and it was also considered to be too slow for what other generals wanted. Therefore, the plan was dismissed and more vigorous, direct attacks were planned. In the end, as the war progressed, it was seen that what Scott had proposed had not been as crazy as they had first thought and some parts were actually enforced, with succcess. But the main obstacle to the Anaconda Plan was evidently that others wanted more vigorous action.
