The correct answer is option B. According to Newton’s third law of motion, the balloon is pushed forward as the air is forced out.

Newton's third law of motion states that to every action there is an equal and opposite reaction. The same law will apply on the balloon. As the air is forced out of the balloon it will exert an opposite force on the balloon which will cause the balloon to be pushed forward. If the air would not have caused an opposite force on the balloon causing it to be pushed forward it would have remained static. But, reaction of the outgoing air pressure made the balloon to move forward.
