y = (1/2)x + b
9 = (1/2)(-3) + b
9 = (-3/2) + b
10 1/2 = b

y = (1/2)x + 10 1/2

Answer:

Explanation:

Given line is y =-2x+8

By comparing the given line with the slope intercept equation y=mx+b we get that the slope of the given line is m = -2

The concept is slope of a perpendicular line is -1/m

so slope of line perpendicular to the given line must be =-1/-2 = 1/2

so now we need a line with slope 1/2 and that passes throuh (-3,9)

Point slope equation is

y-9 =1/2(x-(-3))

y-9 = (1)/(2) (x+3)
