Which form of government would have the LEAST amount of citizen participation?

An [autocracy] would have the least amount of citizen participation because in this type of government power is held by a single, self appointed ruler.

Hey. Let me help you on this one.

In order for us to find a form of government with the least amount of citizen participation, we need to know the difference between two different sides of the spectrum - Authoritarian and Libertarian. Authoritarian proposes a system where government has absolute control, thus giving the state more rights. Libertarian, on the other hand, believes power should go to the people, and not the state.

Of course, we will be needing an Authoritarian political form of government. Autocracy, Totalitarianism, Dictatorship, and much more all for under this category.
