First of all you need an strong army to protect your lands and country safe from intruders and terrorists. Secondly having a strong/powerful army and navy other countries are most likley not going to try and pick fights with you and your lands. And finally having a strong army proctect your country land wise while the navy protects your country in the waters, giving you the up most protection for your country and people.
