slope = (1 + 3)/(4+4) = 4/8 = 1/2

perpendicular lines, slope is opposite and reciprocal
so slope of new line = -2

passing thru (-4, 3)

equation in point slope form
y - 3 = -2(x + 4)

answer
y - 3 = -2(x + 4)
