I'm feeling a bit confused on this question as well. By any chance did you figure out the answer?

I think that the answer might be:
B.) It clarifies that the United States will not allow other nations to assert their influence in their region

But once again I could be wrong so that's why I was asking.

The sentences are very clear at establishing that the United States wants to protect its territory and not allow any other country to have power over the nation. This is clearly stated in the following sentence: "And let every other power know that this hemisphere intends to remain the master of its own house". Therefore the correct answer is B: the word choice clarifies that the United States will not allow other nations to assert their influence in the region.
