Short answer:
C) Gross motor skills must always be in place before fine motor skills are emphasized

Long answer:
Physical development is about developing fine motor skills. With gross motor skills, children can do daily activity. Fine motor skills is detailed gross motor skills. So if children want to develop fine motor skills, they should have gross motor skills. For example, learning to get out of bed would be one of gross motor skills, an example of fine motor skills related to the gross motor skill is learning how to fold blanket after getting out of bed.
