Why did president bush respond differently to the crisis in somalia than he did to the crisis in china?

In 1992 President Bush deployed thousands of U.S. troops to Somalia to help the population deal with a devastating famine and ease the humanitarian crisis in the country. He aggressively protested violations of human rights in both Somalia and China, but maintained ties with China which was an important trading partner, while his intervention in Somalia involved peace keeping and humanitarian efforts to solve the crisis facing the innocent citizens.
