It does not represent a proportional relationship because it has a y-intercept therefore it won’t go through the origin.

If value of y is directly proportional to x,

⇒ y ∝ x

⇒ y = kx

Thus, the equation in the form of y = kx (i.e. a line that passes through the origin ) will have a proportional relation,

But, y = 2x + 3 does not passes through the origin (because 0 ≠ 2(0) + 3)

Hence, y = 2x+3 does not represent a proportional relationship.
