It's false.

"The first ethnic cleansing in Europe was committed against Serbs in Croatia in 1941." Senator Aymone Finestre began speaking, with those words, to parliament about the re-publication of the book 'Yugoslav Treatment for Italians after September 8, 1943', which speaks of Tito's crimes against Italians in Dalmatia and Istria immediately after World War II. He had material proofs that the first ethnic cleansing was committed against the Serbs in Croatia and a few years later also against the Italians, in order to repeat themselves in 1995 over the Serbs in Croatia, but Serbs never protested against that.
