whatever% of anything is just (whatever/100) * anything.
therefore 65% of anything is just (65/100) * anything, or just 0.65 of anything.

65% means 65/100, or 65 100ths.
Converting a number from a ratio/fraction, such as 65/100, just involves dividing the numerator by the denominator.
65 ÷ 100 = 0.65
Answer is 0.65
