14/42÷2= 7/21
7/21÷7= 1/3
So the answer is 1/3.

42 people total - 14 people with A's = 28 students did not get an A.
28/42 people without A's = 2/3 in lowest terms.
So 2/3 of the students did not get an A on the final exam.
