A. Fair representation in the national legislature

The Great Compromise solved the quarrel between small states and large states. Large states wanted representation in the legislature to be based on population so they would have more power over legislation while the small states wanted to have equal representation in Congress so they could have power. The Great Compromise created a bicameral legislature with the House of Representatives which has members based on the state's population and the Senate which has equal representation because it has two senators from each state.
