I believe the answer is B. algal blooms
The fertilizers that washed down to the oceans will ignite the growth of Algae population in the ocean (Fertilizer is used to induce plant growth and Algae is technically also a type of plants)
This will create several problems in the ocean such as the blockade of sun light from coming down under the water and disruption of fish population's balance.
