Find the percentage of the household that didn't receive basic cable
100% - 88% = 12%
This is the percentage of the household that didn't receive basic cable by the household owned TV set.

Now find the number with the percentage
without basic cable = 12% × 114.9 million
without basic cable = 12/100 × 114,900,000
without basic cable = 13,788,000

The number of households that didn't receive basic cable is 13,788,000 or 13,788 million
