One altitude of the parallelogram = 2*2 = 4 cm
Area = altitude * base = 24
One side = 24/4 = 6.
The other altitude = 2*3 = 6 cm
so other side of parallelogram = 24/6 = 4 cm
So perimeter = 2*6 + 2*4 = 20 cm answer
