Answer: 13

The rule you use is log(x/y) = log(x) - log(y)
So in this case, log(13/x) = log(13) - log(x) where the base is base 9

Notes:
The values of x and y must be positive.
The rule applies to any base as long as the base is positive and not equal to 1
