A perpendicular line will have a slope that is the negative reciprocal of the other.
Since the slope of this equation is 0.25, or 1/4, then the negative reciprocal of this is -4/1, or -4. Since this line has to pass through (-6,8), the y-intercept of the equation is -16. Then the equation is y = -4x - 16. Hope this helps!
