What went wrong during the spanish american war philippines?

The United States was essentially not ready for war. What Americans had in eager soldiers, they needed in military quality. The naval force, albeit enhanced, was basically a sad remnant of what it would progress toward becoming by World War I. The army was understaffed, underequipped, and undertrained.
