Why is one side of a single water molecule partially negative while the other side is partially positive?

Electrons are not distributed or shared same because of oxyen that is being attracted strongly. Water is a "polar" atom, implying that there is an uneven sharing of electron in its thickness. Water has an incomplete negative charge ( ) close to the oxygen molecule due the unshared sets of electrons, and fractional positive charges ( ) close to the hydrogen particle
