McCulloch v. Maryland, which concerned whether the federal government had the power to establish a national bank, expanded the powers of the federal government. The case established that the necessary and proper clause of Article I gave the Congress a generalizable power to pass legislation. This is to be contrasted with the rejected view that Congress only has the power to legislate only with regard to subjects that are specifically enumerated in the Constitution.
