A monomial has only one term (mono means one). These are examples of monomials:
1) 5xyz,
2) 19m^2 n^2 p^2,
3) x,
4) abc.
qs + 5 has two terms: qs and 5. Then it is a binomial (bi means two).
Therefore,
the right answer is: No, it is a binomial.
