Is woman and man raised for toughness a characteristic of athens, Sparta, or both

Hey there!
In Athens, women were raised to run a household and men had a classical education and were raised to be in the army, but didn't have to be in there for a while.
It was a different situation in Sparta.
Both men and women were raised for toughness. Stealing was a necessary thing in Sparta, and know everybody needed to know how to fight.
Therefore, Sparta's your answer.
