Let cranberry juice be x.
Let citrus fruit juice be y.
x + y = 630
x + 0.1y = 630*0.23
Solving this yields,
x = 91
y = 539
Therefore, you need 91 oz of pure cranberry juice and 539 oz of fruit juice.
