Affirmative actions refer to creating policies that would benefit a certain group that suffered because of discrimination, while quota system refers to requirements that make an organization must take a certain amount of employees from a certain racial group.
Employers often confused about this concept because a group that placed in quota system doesn't necessarily had to be suffered through discrimination.
