The problem is that in order for a country to be recognized by the United Nations all of the most important memebrs have to agree on it, and if only one of them doesn't accept it as such it will not be recognized officially. Such is the example of Palestine.

Palestine, in practice, functions as an independent country. It has its own government, territory, population, laws, etc. Palestine though is not recognized as an independent country by all of the most important members of the United Nations, as well as many other countries, so officially it is not recognized as an independent country. This is the case with many other territories that have every characteristic of an independent country but they are not officially recognized, like Kosovo, West Sahara, and Abkhazia.
