Yes, by means of selective breeding it is possible to establish a pure breeding population of lightly spotted brown pigs.

The selective breeding or artificial selection the breeding( process of selection) is conducted under human direction. This breeding use to develop particular phenotypic traits( characteristics) by choosing parents that will reproduce sexually and develop the desired phenotypic trait.

No, it's not possible to establish a pure breeding population of lightly spotted brown pigs because if the pigs are bred in that manner the piglets born to them will have individual genes of WW, SS and WS and these would have an eventual health condition.
