Find the number in the thousandth place 9 and look one place to the right for the rounding digit 1. Round up if this number is greater than or equal to 5 and round down if it is less than 5 and the answer is 12.649

12.649. because the number next to the thousandths place is less than 5,you do not round up to 12.650.
