It depends on the war you're talking about. I think that just halting warship construction is not sufficient to show to other countries you're trying to avoid a war, once you have other war goods such as tanks, airplanes, guns and a powerful army. But when I say that it depends on the war, it is because in some cases, when a country wants to show that it will seek peace, traditionally that country will avoid producing some war goods. A good example is after World War I, when the countries, in order to avoid another conflict, they dealt to not produce some kind of war good.
