False. It is the other way around. Consonance means the sound is in harmony while dissonance means the sound is not in harmony when the musical notes are being played together. It is dissonance that is creating the sensation of suspense. Then, consonance is the one resolving the suspense.

That statement is false.
In musical term, Dissonance refers to the sound quality that relatively unstable compared to dissonance.
Even though technically, we can use dissonance to end the suspense, we don't necessarily had to use it.
