This is secured to a guardrail’s vertical posts and must be installed when walls aren’t at least 21 inches high and withstand at least 150 lbs. of force.

This would be the mid-rail. This is used to help guard against a person falling by not being able to catch the top rail in time during a slip or trip incident. By having the mid-rail installed, the person has one extra part of the guardrail to grab onto before they fall.
