The function will be as follows:
y = 5x + 2,
where y is the number of cats, and x is the number of years that pass

The graph will have a y-intercept of two and a slope of positive 5.
It will pass through points:
(-1,-3) (0, 2) (1,7), (2,12)
Remember that the order for these coordinates is (x,y)
