The correct answer is France and Soviet Union.
The Axis Powers consisted of three countries: Germany, Italy, and Japan. So France and the Soviet Union had nothing to do with them. As a matter of fact, these two countries were fighting against the Axis Powers, within the Allies, not Axis.
