B. Dry concrete road
Obviously, it is not an Icy road, and it is not a dirt road either. A dirt road is not the surface with the best friction because dirt has loose gravel, whereas a dry concrete road is a smooth surface.

Answer:

b. Dry concrete road

Step-by-step explanation:

A dry concrete road will provide the best friction. This is because of the smooth surface which helps in better grip and friction. In case of a dirt road the friction will be less because of the loose gravels. Icy road will be very slippery which will reduce the friction. In fact icy road will have least friction out of the three choices.
