A dynamic character would grow and develop over the course of a story. A dynamic character usually has a lot going on. There are a lot of things happening in this character's life. You will see a lot of this character, so they will most likely change over the course of the story. A minor or flat character wouldn't really have many appearances. Not as many chances to see if they grow or change.
