They found high rates of diseases


The buildings were overcrowded and hygiene was extremely bad. Numerous people used a single bathroom and they could easily spread germs and bacteria could prosper and similar things like that. This caused a lot of health problems and death and the state commission understood that they had to change something if they were to help the people.
