No, the graph of the equation does not pass through the origin.
You could find out if you looked at the equation again, notice the +4, if any type of symbol (+, -, x, /) and number follows X it would not be proportional because it is not at the Origin. On the other hand, if no symbol followed (e.g. y = 5x) then it would be proportional, but this is not the case
