I'm pretty sure it's B. Now there is a thriving community center and garden: where the vacant lot use to be.
Yeah, because the ':' is in the wrong spots in the other one. Okay?
Use a colon to introduce an item or a series of items. Do not capitalize the first item after the colon (unless it's a proper noun). - Definition of Colon.
