The answer is D. To help communities build hospitals. Hospital Survey and Construction Act or  Hill-Burton Act. A US federal law which passed in 1946 sponsored by Senator Harold Burton. It's for the construction of hospitals as well as related healthcare facilities. This was designed to allow guaranteed loans and federal grants for the construction and improvement of hospital facilities in which the allocated money was distributed to various Municipalities. Municipalities who received funding must follow several requirements.
