Reason: At those committees that's where bills are purposed then they will be sent to the congress men who will decide if the bill should become a law then it gets sent to the president and if the president agrees the bill will become a law. If he doesn't he will veto the bill and he will send the bill back to the congress men where yet again they will discuss and send it back to the president. It is a very long process.
