I think the answer is B. 1 3/4 = 18, 2/12=36.

First, let's find how many servings the baker wanted to make.

36/18= 2

He wanted to make 2 servings of the 18 cupcakes.

One serving calls for 1 3/4 cups of sugar, or 1.75 cups. (put into decimal form)

Multiply that by 2.

1.75*2= 3.5, or 3 2/4 cups of sugar.

He only has 2 cups.

3 2/4- 2= 1 2/4

He needs 1 2/4, or 1 1/2 cups of sugar for 36 cupcakes.

The correct answer is "B".

I hope this helps!
