35×=980
x=980÷35
×=28

x= 28 hours.

The total number of filled bags is equal to the sum of the already filled bags (20) and the product of the number of bags that Jackson can fill per hour (35) an the number of hours (x).

20+35x

That expression must be greater or equal to 1000 bags

So, the inequality is

20 + 35x ≥1000

Solving for x:

20 + 35x ≥1000

35x ≥1000 -20

35x ≥980

x ≥980 /35

x≥ 28

To fill at least 1000 bags he needs to volunteer for 28 hours.
