The equation is in Slope intercept form.

y=mx+b

Where b is the y-intercept, or 3.

And to find the x-intercept, we have to set y=0. We know the slope and the y-intercept, so this should be fairly easy.

0= -13x+3

Subtract 3 on both sides.

-3= -13x

Divide -13 into both sides.

-3/-13=x

3/13= x (two positives equal a negative)

The x-intercept is 3/13, and the y-intercept is 3.

I hope this helps!
