Velocity. Velocity is magnitude (5km/h) and direction (northeast).

The above description is about velocity of wind.

speed is a scalar quantity and has magnitude only but no direction. on the other hand , velocity is a vector quantity having both magnitude and direction.

Here in the statement we have been given magnitude as 5 km/h and direction as north-east. Since we have both the magnitude and direction, the statement describe the velocity of wind.
