Georgia was 100% in favor of ratifying the Constitution. Yet unlike New Jersey and Delaware the state is not completely covered by “federalists in majority” patterning. Explain how this could be.

In the recently held elections/ survey processes, 100% of the Georgian population was seemed to be behind the idea of ratifying the current constitution of Georgia. In the repeated surveys, the result was the same" constitution should be changed in according to the changing times". Many newspapers reported that it is the peoples voice, government should open up their eyes to the demands of the very people, who selected them. but unlike New Jersey or Delaware, the pattern was not visible in the complete state for federalism in majority.
