Not only did Decius not like newly emerging religion, Christianity, but he also didn't like all the other religions that were not Roman. To make the people give up on their own beliefs and accept the Roman's, Decius made a law. The law stated that everyone who chose to have their own beliefs would be put to death. This law was set in order to scare the people to obedience. If they chose their religion it meant that they were going to end up dead, so most of them in order to live but still believe practiced their beliefs in secrecy. It most commonly referred to as a lawful action by Decius in order to stop the Christianity, but in fact it was meant for all the religions in the Roman Empire that were not in accordance to the Roman beliefs and religion.
