The answer is
High heat capacity
Because the property of water that is responsible for this activity is its high heat capacity. Water can absorb high amounts of heat before there is an observed rise in temperature. It has the highest heat capacity among all liquids. This is caused by the presence of hydrogen bonding in water molecules.
